I honestly think the reach rules (although a decent rule of thumb) never actually measure anything in a meaningful way. With the cult in the game you could very easily forgo either the Eerie or Marquise despite the fact that the cult is a very low reach faction.
Practically, I think going in the order of release is most likely and also makes plenty of sense though I would still list the Clockwork expansion as the lowest priority. Apparently the devs think having a coop mode is so important that they're willing to promote it to top slot despite the fact that a coop mode could be implimented quite easily without using the clockwork factions at all.
The mechanical marquise is technically part of the Riverfolk expansion, so I assume that's where we're headed next. I wish they would release the winter map board soon though.
Velensk actually put together quite a sensible list: 2 factions first, with the first of them being lizards, who are apparently a suitable Marquise/Eyrie replacement. I would argue 1-2 new factions should be priority following bug fixes to keep the game fresh and allow for up to 5 or 6 players. Then bring in the extra boards and decks etc, followed by the final factions and extra Vagabond. Or mix it up, faction, board, faction, deck etc.
Regarding the Clockwork expansion my guess is DW is doing this first as it's likely easier to re-skin existing factions, Marquise to Mechanical Marquise etc and add in Clockwork + possibly co-op rules over creating brand new factions from scratch.
I feel like this game could really become a sensation with all of the potential permutations being so readily available.
I would love the expansions on the digital version too. I'm sure that are some perks I missed, because its a bit complex game.
River paths are already coded, per the challenges. Second Vagabond is just another pawn with the only mechanical differences to accommodate other than each one's special abilities is the random setup order between the Vagabonds and their inability to target one another with Strikes.
Duchy, Corvid, mountain + lake board, would need work thats not yet implemented, and I would expect Exiles and Partisans shortly after that due to them featuring abilities from expansion factions.
