If you haven't done so already could you please give the troubleshooting steps[support.ubisoft.com] in our guide a try, as well as disabling the Ubisoft Connect overlay[www.ubisoft.com]?

I've solve it. Thanks. Please try and update your engine or .DLL files ! Unfortunately VGA drivers can't communicate well enough with the direct X 9 the game runs on.. so this is the issue...
Were you able to improve your FPS by changing your in-game settings or editing your config file?

Yes fps are a lot better now. Everyone with a decent pc that have contemporary parts, will encounter low fps. Directx 9 is just so obsolete that the drivers don't really know how to handle it properly.
Anyway with a DX9 Wrapper ( a dll file that sort out the "communication" issue) , the fps problem is sorted.

Where do you find this DX9 Wrapper?
I have same problem with low fps, in some maps there is only 15 fps.

The Dx9 Wrapper is a custom file, not included with the game so we wouldn't be able to advise on this.
Have you given the other suggestions here a try at all though?

Yes, I try these methods, however it didn't give any result.
The strange thing is that I try same game in diferent PC configuration and it has same problem.
Later I will upload a video to show that the problem is even in main menu (20-30fps).

just look online for direct x wrapper and a website github.com will appear. Look for the file there and how to copy it in your inventory.

As it doesn't appear to have been noted, have you tried the game in Compatibility Mode[ubi.li] too?

nothing working at all.
I tried compatibility mode with windows 7 but same result.

I've done some digging and found in previous reports, disabling particles has helped improve performance.

I know that disable particles can help however it is not this case.
