If it is about the Foundary (which is hopefully the building to make cannons) you get it with the time.
First you have to help the village by giving them resources via the tributes menu. Also make sure you defend it. By going with the time the big city on the hill in the middle of the map will tell you to come and talk with them. After that you should be able to build the foundry and build cannons.
In fact I have already restarted the mission several times, without success.
I am told that the foundry is not available for this mission.
So even by following the mission correctly I can't destroy the Mordred outpost.
I don't know how to do without the foundry and therefore the cannons.

When you select a serf (one of builders) you can see the different buildings such as mines, university, tower etc. If you check above it you can see 2 buttons. One is a house which marks the normals buildings as I mentioned and the other is... I forgot what it is, but if you click on it you can see different small things such as a clock, statues, flowers, fountain and much more. These things are exisiting to push the motivation of your settlers ingenerall (more motivation = higher efficency).
As I know the mayor wants you to build some around something. Just build some of these small things around the specific point, then he is happy.
