You can fish it in summer in the Rolin Forest, the little sea on the top right "Rolin swamp"

Seems to be no specific time, it's the largest shadow, just let the smaller fishes go and only catch the big one. I do it 3 times, left do something else and get back later, so the wait time isn't that long after the 3rd fish and 4th etc.

i caught a piracucu with iron rod, in the pond beside the house with a ground bait, largest shadow, and if im not mistaken its already dark so possible after 20 or 21pm, sold for a whoping 2441G

you can also catch an arrowana on the rollin swamp pond on autumn, ive caught it at night with an iron rod without any bait on 3rd catch
