when i talk to ruby it says embark on other quests

You have to finish all other quests plus get to level 35 then you can continue..

Don't have to do the Animal Quest. But did you buy the 5k Apartment

Getting the 5k apartment should unlock Luke Quests then Mayor and getting to level 35 should unlock the rest of Tony's Quests then go back to ruby. There is a Waitress Quest after tony quest chain but you don't have to do that one.

This is what i have written down trying to figure it out on my first playthrough.

when you do the mayor quests you will end up going to the second level but with ruby you need to go to the 3rd level.
