Stuck in Springfield after Mayor mission

After completing all of the mayor quest, which is burn down the bandit's HQ, there is no other quest that i can apply. There is no remaining mission on Springfield and Woodland, and yes, I already reach level 37 at this time which some people claim that we need to reach level 34 or 36 to speak to Ruby, please help!

Answering my own question for future player's reference, you guys just have to take a mission from the bounty zombie hunter guy (Alex? I cant remember his name). And just like that, when you complete the quest and drive back o Springfield, the quest by Tony will appear. Complete all the Tony's quests all finally you can talk and talk quest from Ruby.
