Report a translation problem
I even deleted the DCGame saves folder between trying both, but both behave the same as in your video.
No such problems in other games (drone or not)
please check the steam gamepad settings in
steam -> settings -> controller -> [general controller settings]
what checkboxes are checked there?
The boxes in the first page are ok.
I can click on my detected controller (xbox360 emullated DS4 controller), then in the binding tab i can see that the joystick left/right was set to 'empty' by default. I can now set it as the "Axe 0".
I was not aware of this setting interface throught steam.
Unfortunatly the free weekend is off now so i cannot test to see if it fixed the problem but i guess it do.

The checkbox "Guide Button Focuses Steam" is on, everything else off.
In addition to the Xbox 360 Controller or Steam controller (I only had connected one at a time), Steam detects an additional controller for me: "2 axis 8 button gamepad". This is from a USB foot switch like this one: https://pcsensor.com/pcsensor-foot-switch-usb-hid-fs1_p-plastic-case-ir-switch.html
I don't have gamepad actions configured for the foot switch, just keystrokes, but of course the "virtual" gamepad axes might report a zero (i.e. non-centered) value.
Due to the end of the free weekend I can't do more tests, e.g. if disconnecting the foot switch (or just disabling the gamepad driver for this device) would help.
