Check your cpu/aio fan curve also. You might have it set to silent causing it to stay at low rpm and overheat.
Seems odd you would be overheating with a water cooler. My 8300 with a stock cooler doesn't go above 60c with the game running at 60fps set to "sync all cores". I had a AIO a few years back and started seeing really high temps. Turns out the AIO was all full of gunk and losing performance. You could also check the thermal paste, maybe you applied too much or too little during install.
I did a quick google and it seems that cooler is a bit underspec for your cpu as it runs pretty hot especially if you have an overlcock set.
