You have to go to the lower level, where there is water. From the stairs, explore the area to the left. There is a small passage, explore all the area and then you should have the entrance to the sewer open and you can go further in the map.
After repairing the 5 panels at the top of the stairs in the Machine room you need to go back downstairs. At the bottom of those stairs, if you cross the construction-capable pad, you will see a staircase leading down into the flooded area. the stairway is approximately in the middle of the concrete barrier opposite the staircase with the panel repairs.
If you cross the water diagonally to the left from the base of stairs you can fit past a large machine/tank/turbine. Halfway past the large thing you can turn left into a sewer tunnel. Once the panels are repaired, the sewer opens up for travel. Before the panels are repaired the sewer pipe only goes like 8 feet.
If that is not enough "more", let me know and I can try to rearrange/elaborate.
+ [QoL] The pumps and fuse panels in the machine room appear that they would need repair again after you completed this "task". This is a bug and confuses users they should stay repaired after complete this task.
+ [QoL] I think it isn't even a real TASK in the sense of a mission log goal but rather some information gathered by talking to some NPC which makes it easy to forget).
