There is also a thread "Solarpark" which contains some more comments regarding this bug.
These topics are unfortunately intertwined - thus creating a deadlock. There are at least 2 missions that are affected by the (1) antenna, building 1 solar panel, building the solar farm and building the networking station.
The root might be in one place or the other - perhaps even in combination.
You wrote "I have a problem because i dint build the networking station with the antenna [...]".
So technically speaking a more precise root cause would be (IMHO) not having built a networking station in the first place before completing any solar missions requiring the (1) antenna.

But anyways - this happend to me and many others as well.
From a development view the root cause is a lack of proper dependency handling w.r.t. the game's entities/assets.
Simple solution would be to give you 2 antenna instead of 1.
This type of thing is game breaking and should be prioritised.
This solution falls short: What if you pursue the solar mission plot where you have to build the solar farm and therefore construct 2 solar panels with these 2 antennas given BEFORE building the networking centre? Then you end up in the same deadlock.
The dependency between "build a networking center" and "construct the first solar panel" or even "build 3 solar panels for a solar farm" should be made foolproof by blocking the solar quests UNTIL networking center has been built.
