Dorms not usable as dorms

I finally put together a dorm from one of the templates (gamma single room dorm) but I can't seem to place beds (or decorations) in any of the upper level rooms so I've only got 4 that can be used by my community.

I build them some boxes in the meantime but I haven't seen anyone else mention this so I'm not sure whether it's a known issue.

I don't remember. I'm sorry! I picked them up at some point before reaching the shipyard.

No entirely sure, but definitely before Barren Lands (there are the dorms)

Did you build them on the top level in the Shipyard? I noticed that there is a placement restriction regarding height when using that spot. I moved it to the area where the guy is on the bottom floor, and it worked as intended.

Note: The NPC's will get stuck in the stairwells, so block them off and make your own, or don't use the Dorm Blueprints yet.
