A godsent fix
I know I've been having issues with random stuttering despite holding 140 fps and fairly frequent crashes and I know several of you all have too. I think I found the fix.

The games post processing setting. Anything higher than low and it stutters. It's a trash graphical addon cuz it just makes things look super blurry. It's supposed to enhance "depth of field" but with it on, nothing is ever actually "in focus". Test it for yourself. Just sit in the main menu and toggle it. The tower in the back, all the foliage and even shinbi get blurry af.

It does add some shadow casting to some of the areas but it's not really that big a deal and imo, the game looks better without it. At the very least, not having it on isn't hurting anything. But since turning that to it's lowest setting I no longer have the stutters and haven't had any random crashes. Keeping my fingers crossed.

In my case didnt find it causes stutters or heavy impact on performance in general, just too much blurryness and postFX when set high-epic. Not worth. I found the sweet spot setting in low

It doesn't really impact my fps or my performance in general. Even with it at Max my gpu is in no danger of overheating or anything of that sort. Usage stays below 100%. I'm not sure why it causes the occasional stutters but it certainly has been much smoother without it above "low". And the game looks much better imo.
