Kinda confused about the boss tiers
When exactly does the shopkeeper(and any other characters) get to tier 4?

Since they become more aggressive the more you advance, tier 4 seems to be the penultimate level prior on entering Eden. Anything below that are lower tier bosses.

Not sure when on a normal run off the top of my head, but you can check by looking at their name at the top right corner of the screen.
