Level 3 issue

I'm on the building where you have to jump on that cloth heap (idk its name) to move it over the building and put out the fire to get the guys out. I already did that and the fire's out and all but noone's come out and nothings happened at all. Do I need to do something else or?

Try to refill the cloud with water and fly over the house again, it helped me. If it does not help, you will need to go through the act again
