Frustrating game, Stage 3 BLOWS

Stage 3 has been the most frustrating and least enjoyable game ive played in a long time. enjoyed the other stages but the fire level is such ****. It just gives you random tools and absolutely no sense of direction as far as what you are supposed to be doing or where to go. Wish I could just skip this stage. UGH I have no idea what I am supposed to do next. There is the tall building that the "hint" arrow is pointing to but no way for me to get up there.
