Shutting down the fountain

I have found all the valve wheels, but no combination I try seems to complete the puzzle.
Can anyone give me a hint?

Any explanation of the solution? How are those valves and pipes work?

Took me a little while to figure this one out - probably the toughest puzzle in the whole game.

The idea is that the water flow enters from the bottom left, and the two outputs on the right represent the supply to each fountain. The valves are basically stoppers, and so you have to place them strategically to block the water from reaching the two outputs. The puzzle isn't very clear, though if you click on the '?' there's a more detailed drawing that kinda clarifies what's going on.
