It's been a little while, but I don't remember ever seeing flames on my settings either, but I did get smoke and a sort of sizzling sound.
i think i remember flames and once they went away take out the blade, but i have only done it once because the Tempering has been an issue for a while and my mine cart is stuck in the mines and wont come back up lol. but on my test account it's fine i even verified the files came out fine
I hope this comment helps as tempering adds a HUUGE PRICE BOOST i messed up one of my blade segments and still sold a bronze sword for 265 when the entire sword set is 170
To Clarify cause i realize i wasn't specific after your done forging the sword and it takes its shape, you have to put it back in the furnace and heat it to its forging temperature which you can see my pressing escape and clicking metals then you bring it to the oil and put it in until the boiling sound stops happening then you bring it to cool inside the water, if you did it right a popup should happen saying the sword is tempered
As TANKER said, the blade needs to be glowing - doesn't have to be at the perfect forging temperature - just within the bottom range.
But the flames aren't your signal to pull the blade out. From the moment the sizzling sound stops, you have a bare second to get the blade out of the oil. You don't need to quench it in water - just pull it out as fast as possible.
I find it's faster swiping the sword to the side - left or right - than it is pulling the blade out vertically. Another thing I do is when I put the blade into the oil, I position it as closely as possible to the side of the container where I plan to remove it.

If you fail, you can keep trying. You just have to heat it up again.
I failed a couple of times in the begening but now once I got used to it I never fail to temper a sword. It's just until you get accustomed to it :)
