I initially had the same problem. I turned off motion smoothing and super sampling down to 100% in the index settings, put on 16x aa and sampling on medium in pc3's settings, and with most performance settings on medium I'm getting a pretty steady 120. The vr could use some improvement but it's better than some of the others already.
Once you get on the track I'm still not getting 90 fps, however it's playable (no jerking).
This is not best in class VR at the moment!
My System...
i9 9900K
2080 Ti (latest Nvidia driver = 452.06)
32 GB Ram
Game is installed on SSD Samsung 860Evo
VR headset = Valve Index tried at 90hz and 120hz.
Maybe they could add an option to hide the background in the menu, if it can't be fixed.
* I've just tried turning motion smoothing off and super sampling down to 100%, 16x af and everything on medium, I'm still only getting about 70 fps in menu (it's still jerky), hopefully someone figures it out.
The jerking in the menu stopped when i turned off motion smoothing, it's still a little shaky but not bouncing all crazy. Also was sitting outside my standing play area and since moved the wheel but I don't think that would matter.
I'm not stressing out about it, it just seems strange that a high-end system can't even run the menu smoothly. Guess I'll just play on the screen until it's fixed, or Nvidia releases the 3090 :D

Personally for physical comfort and other reasons I have not been interested in VR
My system is currently genuine top end for work and leisure so no issues there.
Genuine question '' Is it worth it'' ?

It's a yes for me and vr racing is a big part of it. I've always loved racing games and vr works perfectly with it. Other than racing games there's a handful of amazing games but overall needs more. The tech is super impressive, really above my expectations. I'm hoping vr continues to grow, tons of potential.
