Report a translation problem
*Lobbies waiting for 2.5" HDDs to load the game while PC are long ready with their SSDs.
*Lobbies where people(kids) don't click ready because they are on their phones.
*Races where due to long waits players don't start at green.
*Races where kids get bored and start driving backwards, parking on the track, doing doughnuts.
*Races where more people quit when they're not on the podium.
*Races where players are rubber banding due to a console sat in a tight corner using bog standard wifi.
etc etc
Can't and wont happen anyway without some 3rd party account with a central server. Which is cheap and easy, simply not practical or worthwhile for a short term game (2/3 year life). Especially one hosted mostly on home servers.
I want to race with people old enough and mature enough to be able to buy an expensive PC and who enjoy their hobby. Not people on entry level systems they got for christmas burning time before bed.
Just stick to Forza... you can do all the doughnuts you want for as long as you like.

The biggest issue would then be how do we keep it competitive and fair? Different input devices are less of an issue in racing games and, in fact, should always be allowed. There are top sim drivers using controllers and even some crazy times on keyboard. Those users race against people with DD wheel setups and easily hold their own. Don't hurt drivers based on input preference. It doesn't matter their skill level. We learn to race with what we've got.
Okay, so that out of the way, other aspects should be focused on. A driver rating for sportsmanship. A regular history of dive-bomb punts to other drivers, driving in reverse on a track and hitting people outside of normal, fair contact should be punished. Forget just giving them a lower rank (which hurts new players trying to raise theirs). Instead, put them in a separate pool and if they don't want to race with others like that they have to earn their way back (or are properly deterred from doing so in the first place).
After that, I think your general lap speed per track + race craft should come into play. How do you race consistently in side-by-side scenarios? I know some people enjoy just crushing on others due to their advanced skills or natural talent, but generally we should be matched against others of similar skill and speed. This leads to better and more enjoyable racing. You should not be racing against others who might be 10 seconds faster than you or someone who maybe consistently never causes incidents racing near others when you often do.
Stuff like this satisfies those who want enjoyable and fair online racing for everyone. Unfortunately, we only see this stuff in iRacing, generally. We need to see more racing games taking approaches like this. PC2 didn't go near far enough, IMO, and lacked a lot of these kinds of rules.
