This is not correct. First, you have to own the car to be able to adjust the setup. You cannot adjust the setup other than the preset setups unless you purchase the vehicle with in-game credits. Next, you can only tune what the car has adjustable. i.e. you won't have rebound damping on a street car unless you upgrade the suspension to a level that supports that much adjustment. However, again, you have to own the car with in-game credits to be able to upgrade it.

There are more but just wanted to show that yes you do have options to adjust the setup of what the car supports.
