Actually, I don't agree with this but YMMV.
Given those you may actually prefer PC3 to PC2. PC2 is more of a sandbox racing title. It has some career elements, but it's still very "sandbox'ish" in which you create your own fun. PC3 is more structured as far as "what the player does". There are some sandbox elements there, but they are a minor part of the title unlike that being a major part of the title in PC2.
If you like achievements and game progression, PC3. If you like sandbox style games where you create your own fun, PC2.
One other thing to note is the hardware requirements differ between PC2 & PC3. PC2 performance will be closer to PC1. Where as PC3 does have steeper hardware requirements.
If you get both you will have best of both worlds with no need for any other drive games IMO. You can get them cheap on an online retailer.
