SMS commented that tracks would not be DLC and would be free as part of normal updates. Only cars would be DLC (I believe Gran Turismo does this which is what they are copying). That being said, there has been no info on what (if any) tracks will be coming.
Also slightly mad made this a spiritual successor to the shift games and I think this probably has more tracks than those did (I may remember wrong). I'm sure the track will find its way in at some point. Just be patient. It wasn't all that long ago that the game released. I've been having lots of fun with it when I get time to play it and I haven't had issues with many of the other things I've seen being talked about in discussions.
However from reading those I think for right now SMS should focus on fixing the bugs before getting new tracks and more cars into the game. The only bug I've noticed so far is that if I pick rain sometimes the race still says its supposed to be clear at the end. It still rains though so its more of a UI bug than anything.
