So, in PC2 I could go get any car, any time, go to any track, with or without other drivers. That was great. Is there a way to do that with PC3 or do we have to grind constantly to make $$$ so I can try to save enough money and level up to buy a better car.

Yes... custom event, you can do anything you want

In custom event change setting from RACE to PRACTICE and it is just you and the road with whatever car you wish. I do all of my career warmups this way.

I figured out how to make it into practice and go to any track, but it only lets me choose between the couple cars that I own. How do I access the other cars?

Okay, got all the cars and tracks. Now how do I make my replays stop sounding like they're in an echo chamber?

Take a look in your Sound Settings for "Dynamic Range". Mine defaulted to "TV" which didn't sound good. Try a few different options to see which sounds best for you.
