Which upgrades you recommend?
Try a Toyota GT-86. Focus on Weight Reduction and Suspension, get all the N/A engine upgrades and you should have a sub-minute car easily.

Oh, I forgot to mention. You'll also want a Tunable Gearbox. The GT86 is a Manual car, the Tunable Gearbox saves you a lot of time on upshifts and lets you accelerate faster by shortening the Final Drive ratio.
Infact it feels like you can do it with only couple of cars Nissan r34 is one of them
