i5 6600 K (stock) - GTX 1070 - 16GB - Win10Pro
It was on 2 by default. But changing to 1, 3 or 4 doesn't do much for me. It seems to happen like every 30 sec's. Very annoying when taking corners. I will try older drivers, and see if that fixes it.
Motion blur is the first thing i disabled. I even set everything to the lowest, still happens.
Desktop.
Laptops sometimes have thermal throttling which can cause stuttering or slow downs. The only thing I can suggest is to post up your system specs and what graphic settings you have in PC3.
Everything Max except for Motion blur which is off, and supersampling as well. But i even tried low settings. Still stutters.
You have a hefty machine. It's possible that others are seeing the same thing, it's just not as noticeable on their systems as they aren't as powerful. If you haven't tried, I would also try forcing vsync along with the render frames ahead of 3-4.
