they did a poll some years back about which characters should be included in doax 3:

the top 9 characters made the cut and were also the ones chosen for doax vv (including newcomer misaki). as you can see, lisa is at the bottom of the barrel, rachel and mila got the 3rd and 4th worst result, respectively. they probably deemed it more profitable to make new characters than to include ones that are not popular anyway.
the only reason leifang was added later on as the third paid girl is probably because she was only 0.1 % away from the top 9 characters.
so in short, as much as i would like to see mila here (don't care about rachel, don't like lisa), it will probably never happen.
lastly, the domestic market is probably way more important for the doax games since the us probably still hates on the series due to their sjw crap.
lisa appeared in doa 4 to 6, so basically only half of the main series. others like leon appeared way earlier, but were ultimately cut (i personally prefer leon over bayman, but the latter was in the first game already, so they left him in i think).
leon appeared even earlier and was cut as well. he's a true loss unlike lisa.
nothing we say or do here will change anything anyway.
