Try it on internet explorer, just did it and worked for me, after getting region locked At Opera, Chrome and Firefox.

try to disable steam guard first, use windscribe, connect to hongkong and make sure to log out steam in your default used browser and try to claim this game from website: https://game.doaxvv.com/en/
click on the play now at bottom right. it will open steam doaxvv page and click on that play game, and after that, click yes steam is installed, your steam client should trying to download this game. if that happened, turn off windscribe, continue downloading and congrats you got the game.

Steam guard - it's doesn't matter. What U need to do:
1. Log off your steam account.
2. Register, Install and use "Windscribe" (VPN application) with free servers (Hong-Kong/Singapore(don't use Japan - somebody said that))
3. Log in into your steam account at steam application and use WIN+R command steam://install/958260
or
from the browser on steamdb DoA XVV page try click on "free instal" - It will be start download ~ 30 Mb DoA XVV launcher.
or
from the browser log in at steam and try access DoA XVV steam store page, click on the green button "install steam application and play" - It will be launch your steam application and U will see steam install window.
4. Log off steam, turn off Windscribe
5. Login steam again and enjoy this "game".
