They dont really care about what characters are more popular in the West
I'm tolerating the new girls solely because it at least ALLOWS the opportunity to let the cut girls in. But my patience is wearing thin right now, especially when despite clearly planning on adding Christie, Mila and Rachel into the game based on datamines, they ended up adding Kanna instead of Christie. Monica I could tolerate a bit more because at least she brought in a new minigame.
And quite frankly, one thing I'm irritated at far more than their adding in new girls over the cut girls is that they're not even bothering to allow them into DOA6 for extremely stupid reasons like that they're "not fighters" (not to mention any chance of them appearing as DLC other than MAYBE Kanna and Tamaki is made impossible thanks to how they completely blew it regarding Honoka and Marie Rose's friendship in DOA6 by acting like they were total strangers before 6, and that was despite debuting in 5LR). I'm sorry, but if they're going to make Lisa a fighter and even an important character in her own right despite being no different from the XVV girls by debuting in a beach vacation simulator instead of an actual fighting game, they might as well do the same to the others. And right now, I'm fearing they're going to make this SKD lady that's coming to DOA6 the next girl to add in as part of a collaboration than one of the cut girls. And the DOAXVV developers know that people want the cut girls. In fact, they specifically said they added in Leifang because, and I quote, "there's a deep love for the classic DOA girls." Well, if you know, just hurry up and add them in, don't waste time!
sure, they can add the characters
but after they actually add the characters, they need to occasionally give her swimsuits, in-game and offline events, make some interaction with the other girls, call their VAs to voice some stuffs, and so on, and so on
you played the game, you know what the girls are doing in it
assuming the fact those girls were added some times ago (if the datamining was correct), then abandoned later, pretty much means that for whatever reason they decided that they dont want to or that it doesnt worth the trouble

Well, they certainly know that there's a very high demand for the old DOA girls, since Sakuta D. admitted as much when explaining his reasons for Leifang even being in DOAXVV at all (and bear in mind, his commentary on such was VERY recent. I believe his exact words were that one of the reasons Leifang was added was because "there was a deep love for the classic DOA girls."). That alone would make it worth the effort to put them in.
And as far as the other stuff, Leifang already is getting new outfits, in-game and offline events, and has interactions with the other girls. In fact, she recently interacted with Nagisa. Besides, they already have to call in the VAs for new lines of dialogue for new DLC for DOA6 anyways, so it's not too much trouble.
Heck, when making a tweet requesting that they add in the cut girls (Tina, Christie, and Lisa, bare minimum. Would have added Mila and Rachel, but they technically aren't "classic DOA girls" due to being fairly recent), I even made sure to post the Famitsu page where they said that much:

One of the questions even was about whether they'll add in other DOA girls besides Leifang, and Sakuta D. implied that it is a likely possibility, though nothing certain.
They're not loreless. Heck, if anything, Leifang got MUCH more lore in DOAXVV than she did in DOA6, and I'm fairly certain that the likes of Tina, Mila, Rachel, Christie, and Lisa will get similar development. And heck, they certainly aren't forgotten either.
Either way it's hard to read lol

when someone joined the VV, they will keep adding her new lines, new stories, new lores, and other stuffs
we know DOAX is a spin-off, but heck they have a lot more of stuff to say than the main series
it's a lot of efforts to keep them "alive" for months and years of the game service
it's not just about "lets put this girl model inside the game and be done with it", like what happened to Momiji in DOA6
btw theres no new dialogues for any of VV's missing characters in DOA6's DLCs

they all are pretty much the same and use the same base engine
DOAX4 might use the DOA6 model and im SO waiting for it :3
I was referring more to the fight intros regarding DOA6 for Momiji and Rachel (not to mention Mai Shiranui and Kula Diamond), since I'm pretty sure those are going to be/were new.
As far as Leifang and Famitsu, at least going by Bing Translator, they indicated that the audience had a deep love for ALL the classic DOA girls, not just Leifang (I'm pretty sure if they meant just Leifang, they would have said "The audience had a deep love for Leifang" without even indicating other classic DOA girls.").

Granted, due to how Japanese syntax works and how that's difficult to translate ESPECIALLY via internet translators, it's hard to tell if he's referring to himself or to the audience, but I'm pretty sure he's referring to the latter.

I probably wouldn't count on it, especially when DOA6 was a massive bomb. Besides, DOA6's engine was actually pretty inferior to the Soft Engine, being largely rehashed from Dynasty Warrior 9's engine, and certainly something that's not likely to work for something like the Xtreme series.
