Why the soundtrack can't be purchased?

Maybe because it's still in a pre-release stage of development? Atleast there is a listing for the soundtrack as a separate DLC item download. They may be waiting the final, official release date before making it available for purchase.

Hey Scotvince,
the soundtrack can only be purchased via the Supporter Pack, for now.
We'll try our best to add the soundtrack separately, but we cannot state a date at this moment. Hope this is not a big issue for you :(
