About your specific case - yes all the stuff that gather Qi on the displays should be water element.
BUT
Since you'll most likely wont have water qi gathering items from the very beginning opposed to easily available spirit wood, you can create an inner circle with regular water element items and outer circle with Qi gathering items of ANY element type as long the focus point (Qi cushion) is within the Qi gathering range.
I'll be honest, that guide is hard to wrap my head around. Let me ask for clarification, the only thing that needs to be the SAME element of the disciples law is the 'focus point', ie cushion, bed, altar. The floor, walls, display cases and items should ideally be the complimenting element?
Also, what is an 'outer circle' and 'inner circle'?
Is there a 'Qi' view to see what the Qi value is on each tile, or is it just clicking on the item and seeing how much Qi it says the item has?

Inner circle is maximum distance of 2 from the cushion:

And only in this circle element of item you put in matters, anything beyong this can be of any element (for example spirit wood can be used for any element qi arrays as its qi gathering range goes beyond this distance).
I'm pretty sure you need mod to see qi value in enviroment. Qi in items is a separate thing.
