Qi Overlay?
"You can now see qi"

When it first says that it looks like everything becomes covered in water.

Is that an overlay to show qi, or is it a bug? If it's not a bug, is there a way to turn that on on purpose?

if you want to see the Qi on a tile you will need 'more grid info' :

Does it say "see Qi"? I always read it as "sense Qi"

The wavering glowing overlay that forms on (parts of) the map is for areas of high(ish...) Qi, yes.
