Yes, ACS2 should be similar to Matchless KungFu based on the information they've provided so far, and ACS is similar to TLV in terms of sect management/cultivation, obviously with their own twist. OP can take a look at TLV gameplay and see if he likes it. I meant to compare ACS with TLV not AC2.

Even when ACS 2 comes out, ACS 1 will still be a unique game because ACS 2 will play very differently, according to the devs. It'll be less sect builder and more rpg from what I understand.

I find it difficult how to fathom how a game that got upwards of 20K positive reviews meaning about eighty thousand purchased the game at about $20 USD when you factor in the dlcs as well. Doing the math, that's about one point six million bucks.
Given the demand for this kind of thing (Rimworld, with an authentic mystical Southeast Asian mythos), I'd say its good investment, though it needs to benefit from other popular franchises from other media like Disney's Shang-Chi in the upcoming Avengers/Doctor Doom storyline, or even timing wise with the release of Age Of Mythology: Retold's release of the Chinese Civilization DLC, which should be awesome.
A brand like this needed more time to permeate its market before expanding so much, but perhaps there is the potential of investment in the future. If I had that kind of money to carry its development, I certainly would (about 4 million over a three year project deadline timed to coincide with other major media franchises related to the concept). I think that at the same average sale price, that it could potentially attract many from Rimworld's user base looking for something that mods alone can't give them. Given the fact that it appears to have hit a big snag, it would be a risky investment, but in the interest of what it represents culturally and conceptually, if I had the money, I'd invest in it if guaranteed break even insurance.
ACS2 is a pretty darn important spokesperson for culturally strong mythological ideas, not to mention its dynamics are totally addictive in the same way as Rimworld. Hopefully, investors pick up on this project and provide assistance to the developers to keep it on budget and on track. A far better solution than losing it altogether.
