Talismans upgrate talisman paper not talismans itself. Upgrading talismans does nothin only paper.
Weapons before creating artifacts and then you can upgrade qi max of artifact.
About anything else i don't remember or i didn't try. So yeah thats all i can say.
About weapon you need to create legendary? Or how it called artifact will be orange collor if i recall it right. Main thing to do that, you need a lot of qi inside it. Like i got Myriad Artifact Law cultivator and it's wood so i create fire sword and put it to collect qi. More qi and higher chanse to create legendary artifact the better. Then you just refine it untill you get what you want.
I think the other person mistook the 15 for a 12, because that's the limit for Specter or Tao Refinement.
1) Xiandao cultivators don't need a perfect room, you can get all the way through endgame by just placing qi gathering items on pedestals around their cushion. Just make sure to read the tile distance for qi gathering range on each item and match anything within 2 tiles to the cultivator's feeding element. The biggest challenge is usually keeping room temperatures in the safe range once you start getting high-level ice and fire items.
2) Tier 15 is purely for showing off in post-endgame prestige runs, you don't need to bother with it in normal gameplay. The main focus for newer players should be setting up a hellgate to harvest the souls of innocents for your Spiritual Refinement needs, specifically...
- T12 medicines to make your Xiandao cultivators stronger: Literally any recruit can become a strong Xiandao cultivator once you have T12 medicines, body shaping miracles, and a stat suppressing room set up. This should be one of the earliest things you develop for your sect.
- T12 base items to enchant into Grand Artifacts: T12 is a special tier that can only be affected by the skills Taoist Artifact (Demigod any law) and Primal Blaze II (Myriad Artifact Law), so refining your items allows you to skip the entire earlygame of artifact crafting along with a ton of expensive skill investments. You can find enough artifacts while exploring to tide your sect over until you're ready for this step.
- T12 Talisman Paper to accumulate combat and utility buffs: Eventually you want everyone in your sect stacked up with appropriate buffs, but early game it makes a world of difference to get your main explorers equipped with travel speed boosts and discovery chance talismans. Turning your crafting Outers into never-sleeping, never-eating speed demons is lategame is pretty nice too.
Artifacts are split into two types, normal artifacts (T1 - T11) and Grand Artifacts. Everything else only contributes to whether you have a chance to produce a Grand Artifact, otherwise their stat ranges are fixed and you can't improve them further.
The only important exception is that combat stats have minimum and maximum limits. When combined with cultivator skills, you can hit a cap like fastest possible attack speed and end up wasting some of the stats from a Grand Artifact.
