1) Feed them sedation pill first, save the game and Intonation of Consonance with your best attainment guy. Make him/her/it happy and once loyalty is 100, he will give you his law. otherwise only knowledge can be transcribable.
If they are pretty useless, you could make them learn the rebirth skill and let them take a soul pearl to rebirth as human. And then send them to agencies.
2) soul inquiry can get their law in a very ominous room. Just remember to save as chances to get it is only based on certain percentage.
Other option would be to build very ominous room, move him there, hit him few times to get him Dying status and use Soul Inquiry miracle. Soul Inquiry is a bit random, you can get a single manual, whole law or just a global map rumor. Also it will give your sect +20 evil reputation and +1 damnation to cultivator who will use that.
Generally you want to keep your reputation neutral to be able to trade with all other sects and to avoid them attacking your sect or your disciples on adventure. To offset Soul Inquiry evil rep you will need to bury a body (does not need to be the same guy) in a grave or tomb. And you can even demolish grave afterwards to save some space on your base.
For Soul Inquiry you will need a Golden Core cultivator, but it costs only 1000 qi, so anyone should do. But you will need to get it first, standard laws does not have it. Most straightforward way would be to wait for Paladin Order quest, and choose to let evil cultists go but I guess you are long way from that, it is second year quest. Other than that you can get it randomly from manifesting miracle event, from ancient caskets you get when you mine the mountains or start with it if you choose particular starting perk, something about manuals, I don't exactly remember.
If you don't have any of that and don't want to spend your only rebirth pill or panacea pill (I'm not even sure panacea pill will help actually) than just kill the guy and be done with him, not much else to do, really. Still better to do it in very ominous room to at least get a gem, you will need tons of such gems later.
It's the manual savior perk, but I'm pretty sure it is not 100% that it gives soul inquiry. But it does seem to give it most frequently compared to others.
Usually I don't want to see Soul Inquiry when I start with manual savior because I want one of the other manuals, It seems like it's more rare that I do get something else. I don't think it's entirely based on seed because I've played the same map with different starting manuals from the perk.
I'm guessing rebirth may wipe it also?
