I guess I am a lucky monster.
The best method of reducing outlaw population is prevent civilians from turning into outlaws in the first place. Make it mandatory for all civilians to pray at the church everyday and allow the Kalars to set up shacks at all major cities.
The Outlaws could force the Can Cans to work for them, sure the rules said that Outlaws can't produce anything, but it never said Can Cans can't be used to farm and make clothing...
Let every Outlaw live like a king with their Can Can, I'm sure they can make good use of them, have them work on the fields all day, and then have them work on you all night.
