On every site about Abandoned Software I'm used to, this is the concept.
This is not the case here, someone is still owning the thing, it's being sold, etc,
BUT... If you would be asking if the game is still being developed, NOPE, it's not and this will not change soon. Perhaps, somewhere in the future, this can change but, right now, I won't hold my breath.
Enjoy what you get now, or it's better to play something else.
But even with your definition an abanoned game doesn't go PD. Sure the likelyhood someone sueing you for it is small, since nobody cared so far. But it doesn't meanm that if you do something that gains traction and public interest that not some copyright troll lawyer and or hedgefund could jump out of the woods and starts to demand money at any time. And or sue you over it.
You can thank Disney that they original Authors/developers have to be dead over 100 years for that go into PD. And that will take a long time.
It only isn't persued because there isn't any worthwhile money to be made.

Just because a company still owns an IP doesn't mean it's not abandoned.
No development? No updates? Still in some phase of production that's not even being worked on any longer? goes back to, "no development"... guess what that means, it's an abandoned game at this point. Until an announcement of, and actual progress is given, this game is abandoned.
There are hundreds of examples of this all over the internet, even games that are considered AAA that had their release dates removed, IE, wait a second? ABANDONED... as in the Publisher and even the Developer no longer works on it, but just wants to hold the rights to it. On the slim chance, they might come back to it... which really boils down to, being a game stuck in development hell (not ever going to be worked on again, especially if no progress has been made in over 6 months to a year), abandoned for all intents and purpose.
Even if it looked like nobody did own anything anymore before.

I'm upset about the KSP2 Producer.

The main points are:
The software in question is no longer sold. (KSP2 can still be bought)
The owner vanished or no longer cares, thus it can be offered for free download without consequences. (This is not true for KSP2)
So, KSP2 can't be called "Abandomware".
Regarding the definition of "abandoned" you posted:
a: KSP2 is still legally protected.
b: The new owner will certainly demand the IP, he just paid a lot of money for it.
c: The activity on this forum alone speaks against it.
