well the minimums for the original was hardware that was 7 years old at the time of the 1.0 release.
This time i am expecting the 1.0 release to be in about 3 years.
I would expect the minimums to be
OS: win 10 64 bit or equivalent linux / mac os
CPU: ryzen 1600 / intel i5 7000 series
RAM: 16 GB
Video card : GTX 1060 or AMD RX Vega series card. Definetly a card with more that 4 GB VRAM.
Disk Drive: 30 + GB.

Barring that I would expect the minimums to be set so that 75 percent or so fastest machines would be able to run it. Mainly to maximise revenue

Your CPU requirement make no sense.
Not all 8 core are the same.
Some 4 cores CPUs could out do an 8 core.

4 cores are still fine for most games, because multi threading isn't a simple thing. You should always relay on more single core performance - and nowadays cache - if you have at least 4 cores. That said, multicore CPU's are somewhat cheap these days, so it's safe to assume it will run KSP 2. Granted, you're not looking for very high FPS.

COVID and meteorological events disrupted chip manufacturing (meaning higher prices), and PC upgrades in general - esp GPU - have not been happening on the same cycle as in the past.

It's a fair wager that the minimum spec will tend toward older hardware because of this. Intercept has noted in interviews that making the game run "on a potato" has been a big challenge for them.
