Jeb, Bob, Bill, and Valentina are all there.

Im having the same issue, launched jeb bob and val, recovered the vessel, now they are gone

They will apear after you send some other kerbals on missions.

It seems to repopulate the Kerbal selection screen as you put more Kerbals into rockets. If you press the "fill" button on it, you might see it fill up with Kerbals you've already had returned.
