The 24th IS the pre-purchase/pre-download date. otherwise known as Early Access. It is for accessing the game early, before the release date for the full game.

But I want to pre-purchase the pre-release early so I can pre-download it and play as soon as the early access is available.....

There will not. Early Access games cannot be preordered or preloaded, as per Steam's own rules.
