A bit of an awkward system because it downright asks you to be exposed to the target for a perfect photo
I've tried again and again to get a "Perfect" photo of the HK Tank in the Downtown Return mission, but no matter how close I get to the tank I only get a "Good" photo rating. The few times when I've gotten a "Perfect" photo rating appear to all be flukes. Maybe I have to be on the first floor of the nearby buildings to get that shot.
Possibly the most difficult enemy to get even a good photo of is the Silverfish. You can't take a valid photo of them while they're fastened to the ground, only when they've popped out and are coming at you. To snap a Perfect photo, it needs to practically already be jumping at you
In one exception, the "Picture Perfect" mission where you have to take a "Perfect"-rated photo of a T-808, doesn't require a T-808 to be facing you to get that photo. I agree that getting even a good photo of a Silverfish is very difficult.
