Smudges on Screen?

Anyone figure out how to disable the dirty lens/smudges effect? This was also a problem in Dishonored 2 and the solution there was to disable bloom.

Doesn't effect it. I'm referring to the smudges and spots overlaying the image, not dof or other effects.

isn't the dirty lens effect only in the first 20 minutes anyway? I never saw it any other time in the game.
