The quirk is that Bethesda didn't actually have the rights to make Terminator games. (Which meant zero executive meddling or oversight.) They exploited a loophole where the Terminator license was in a limbo, and stopped making Terminator games in 1997 because the rights were resolved.
If you want a developer team up to make the game better than you want the Devs from Generation Zero and have them do the AI for the Terminators. Or you can just play Generation Zero as they pretty much already did what you are asking for.

4 it is... please for the love of everything do not let Bethesda get their incompetent hands on this. This indie game turned out well... while based on a movie! Turn this over to one of those so-called triple-AAA companies and the sequel would get ruined, 100%. After Fallout 76 that company deserves everything that comes their way... but not this license!
