Performance issues - stutter
There is hitches or stutter happens every time I turn my camera around city. It's getting very annoying, since this game don't have intense graphics. It's getting worse when I progress through in game. I'm on Chapter 3 and there is stutter everywhere. Probably trying to load textures or something.

I'm tried config tweaks, lowest settings, windowed mode, win7 compatibility, etc. nothing works. This shouldn't happen, because other games don't have issues like this. It's most likely game optimisation problem. It's very unplayable with such a FPS game. Maybe it has something to do with virtual memory? Currently its managed by OS. I'm open to suggestions.

GT1030 is a horribly bad card mate, you do need to upgrade your specs.

Since I said don't tell me "upgrade your hardware" comment, maybe you can buy one for me then. I already told I have issues with this game only.
8 GB of Ram is low-fencing it for a computer and from my experiences can cause a rather large amounts of stutters, hickups and odd-moments of performance issues.

And it's not fair to tell us to not say 'upgrade your rig' because it's a rig with issues that causes the performance issues with the stutters.

One thing tho, try turning off stuff like V-sync, Film Grain and motion blur.
And how often do you defrag your system? cuz that's something that caught to be done at least once a week if not more often.
Virus Scans and such is also a good idea to run just to check if there's something tanking your Ram or CPU.

Could you possibly run the game and pull up a CPU, RAM, etc. percentage use? because that'd also help you out figuring if it's cuz your Rig is just maxing out on it's capability, or if there's something else wrong.

My two cents but I think the issue is that the game is loading textures during gameplay instead of during the loading screen, And what happens is that as soon as you start to sprint, stuff begins to stutter and lag.

If you search stutter here you will see many others have the same issue including me, whatever settings we use... hopefully the devs are looking into it, that's if we ever hear anything from them.

SYSTEM REQUIREMENTS

GPU is not even minimum so it will never run smooth in any way. You can only try to set everything to lowest and resolution also on lowest but even then it probably will stutter.
Minimum specs mostly means that you can run the game but not optimal and smooth since your specs are below it will always be a bottleneck.

A lot of people still using 8 GB RAM, its not an excuse for their game performance issues. I'm saying it again, hardware might be issue but it doesn't cover up poorly optimisation problem.

I'm also expert enough to deal with viruses and defragmentation. It's the game only one running. Ofcourse I checked and tweaked V-sync, other settings like framerate and others. I'm tweaked mny settings through ini files as well.

This is what I want to hear. Thats why I'm opened this topic, because devs need give some attention to players. Atleast let them hear our problems. I know there is other people suffering same issue but no solid solution yet. Let them hear us.

No offence but, there is people thinks if your specs are bad, you most likely noob or don't know what are you doing. I tell you people this, THATS WRONG OPINION. We are trying to find a way to play the games better and wasting double effort while you play with your strong rigs. This give us more experience than you thought. For example people whining about how bad graphics this game have, but they don't care about how bad it's optimised. So please stop your prejudgement and don't act like a jerk. If we are talking, we know something.

Like rogerdodge9 said, hopefully the devs are looking into it because we won't stop talking until they hear about us, no matter what others say.

AMD FX-8350 4.0Ghz
RAM 16gb
Nvidia Geforce 980 4gb VRAM

I have to tweak with most titles to get them running smoothly at nearly max settings and 1080p particularly UNREAL engine games. Yet I found Terminator Resistance was a breath of fresh air because I don't have that issue. So, it may be just more to do with your build than you think, not that the hardware isn't powerful enough, but could be conflicts between hardware or software or both. I hope you figure out whats going on and let us know. Good luck man.
Your GT 1030 isn't a gaming processor. It's meant for video editing (low level video editing, at that) .....That's about as nice as I can be..... sorry.

And his graphics card is below minimum specs, only runs with minimum level RAM and the CPU seems to be middle-road for the game recommendation.

I run with an Nvidia RTX 2080ti, i9 9900k CPU and 32 GB of DDR4 RAM. I have NO issues.
Sure the graphics aren't really crystal clear but that's more on the game's side than my Rig.
Sure It was expensive as hell to get it, but I'd rather have a rig that can max setting in any game for the next 3-5 years, than run mid-spec for a few years. That's what I had with my old rig and I got sick and tired of the texture pop-in, overall complete stutter all the time, etc.

OP just want alt solutions, but all that can really be said is what he dun wanna hear, since everything else has failed for solutions. He is running with a Graphics card that is below minimum spec for the game and low-to-mid balling it with the rest of his setup.

slightly above minimum requirements, and on the store page it says the game will run at 60fps on medium with minimum specs, the game does run at 60fps for me even on high, except in the first opening two areas where it would just randomly start hitching and stuttering for no apparent reason even when putting res down to 1024 768 though I was getting 60fps in between the hitching. There are others here with higher specs - Gtx 1060 - who are getting the same issues whatever settings we choose. So please devs look into it.
