Nikolai needs a Ultimate nerf.
Nemesis has problems of his own. Not Nikolai. I'll list them here and why:

-Screech stun duration is too long.

Nemesis's screech allows enough time to pull out his rocket to kill at least 2 survivors which is absurd. Though, the devs tried to compensate this by making it so he can't aim his launcher up or down, the radius and damage of the rockets don't make up for it enough.

-Nemesis's punches have no cool-down. (Mr.X's big brother?)

If Nemesis's screech and rocket combo doesn't kill you, his insane sprinting speed and fists will. In most instances you can't even swallow a green herb in time to survive it. I'd like to see the punches slighty slowed to at least compensate time to take any green herbs you have left otherwise Nemesis feels like he has Mr.X's brutality skill which is unique to Daniel only and it increases Mr.X's punching speed. If Nemesis feels similar to Mr.X punching speed skill by default, then no one is going to use Daniel for Mr.X because Nemesis can already do that and many more.

-Rocket cooldown nerf. (+15 seconds longer.)

Now this is a tricky nerf request because I'm not 100% sure if people are hacking or if there's builds out there to get Nemesis's rocket's faster. On the contrary, you can get Nemesis's rockets about 2.5 times for a average player with a decent build but if you're increasing the time you have to use Nemesis it's almost twice that (3.5 times). I feel like it needs to be narrowed down to 2 times so maybe make it 15 seconds longer to get the rocket. Though this does seem small, it should at least help with the balancing between Nicholai's special tracking abilities and his Ultimate combo since Nemesis uses firearms which if you didn't know, being tracked and being shot at by any firearm causes more damage to you as a survivor.

That is my personal opinion. I have no problem with Nikolai it's just the current Nemesis as of 5/18/2020 is awfully difficult and almost impossible with Nikolai's tracking abilities. I play both Mastermind and Survivor I have already 120+ hours for the game currently and I hope to continue playing Resistance as long as they care about the community and balancing the game.

Let me know what you guys think!

I disagree.
In fact, I think all other bioweapons should be buffed to be as strong as nemesis is.
It's the ultimate skill of the mastermind, it should be hard to deal with and cost a lot of resources to go against unscathed.
When I play survivor I feel bored going against Birkin or Yataveo because most people don't use them well and they just get stunlocked, but nemesis is always a ton of fun and a challenge. I want to feel that fun in every match.

I agree to a extent but Nickolai is different. Nickolai specializes in tracking survivors and using firearms to defeat them. This is already strong enough as a mastermind and coupled with the problems that Nemesis has, it's intolerable and discouraging to good AND new survivors.

Changing some of nicholai to be a little weaker to compensate would be a better approach then just gutting nemesis who is already perfectly counter-playable.
Though I don't really agree that nicholai is a problem anyway, I usually win against him, but I will say he's currently the only mastermind that is actually a challenge outside of people who play REALLY well.

Atm a good "only" counter for nemesis is to have a decent Tyrone in your party.

A instant pickup Tyrone is great but not everyone uses him that way. In fact, it's better to have a good January against Nickolai but even then, you need a serious good Mixtaped Valerie or a instant pickup Tyrone and even then, the problems I listed about Nemesis, still makes it seem almost impossible.

I think nemesis is perfectly fine. what really is broken however is everything else about him lol. 3 autoturret shots and you're dead hmmm sounds fair

The thing is, if you nerf Nicholai's special tracking abilities, he has nothing left and he feels boring when you setup rooms and traps. Nemesis takes a fair bit to get but when you do get him, it's almost 100% endgame. You either hide in a saferoom or run as much as you can from him or let your teammates die.

This sounds like a unique build someone made for Nicholai or someone hacking. Though I do have a fair problem with his auto machine gun turrets, everything else seems fine to me. Just shoot cameras out or throw a molotov at the camera or even wait it out.

its funny when you stun like our creatures and run past them or kill them with a single grenade. It's even more funny when you guys time your stun lock at our bioweapon will stay there forever until the duration is gone. I feel your pain

An effective way to deal with Nemesis is to preform the chicken dance gesture in front of him like at the start of Lethal Weapon 2, this bemuses and bamboozles him long enough for Jill to hit him with a rocket launcher.

That is true but stun grenades and grenades are expensive. It's 100 credits and Valerie is the only one that can spawn them in by killing enemies making them more likely to drop from creatures. If you feel someone is using too much grenades against you, you should report them because this game has no ANTI-CHEAT which needs to be fixed.

I disagree, I think there is only 1 nerf Nemesis needs and that is a 2 second delay on his scream when he spawns. That is what feels cheap, the rest of his abilities feel exactly where the power level of a BOW should be.

Nope, it's nice that bioweapon is actually threatening. Nemesis can be bullied just as easily as the others, he can still be perm-stun locked like all the others, he's actually the easiest to hard stun. Myself I've "downed" him 3 times with minimal effort. Nemesis is fine and more bioweapons should be up to his level, Nicholai himself is the problem.
Nemesis should not be nerfed his weakness is that he is unable to defend against stuns.Take a look at this.
