I can tell you that 10mbps (around 1 MB/s) is not enough to host 3 people tho, i had such kind of connection some years ago and i couldnt host a Left 4 Dead match without massive lag if a 4th player joined, having to divide that lone 1MB by 3 is just not enough. I could scrape by with 2 other people tho.
Of course it depends on how the game handles data transmission, sadly RER is everything but a optimized game, so take what i say as a general idea.

Anything up to 300ms should still be playable, but please be aware that the places you ping are most likely top of the line servers while the average person will have the same problems as you might have too. As with everything else in the world, the closest you are to major city hub, the better (generally) internet service you have.
No you don't need 10 megabit upload to play online. If you want to stream in high quality 60 FPS at 6000+ however, then its a thing. Has nothing to do with online play.
The relevant number is the ping, packet priority and general stability, aka no jitter.
I just played a round as mastermind and my entire outgoing network traffic - which includes some steam related features and online chat - stayed below 70 KB/s.
Go open notepad and write 70000 bytes of text to understand how much that is - per second.
Yeah, I stream 720p 30fps at 5k bitrate while hosting mastermind games and the players don't get any lag with 12mbs up 220 down, I've tested it in custom games with friends so I know it's fine.
