Nuclear War DEFCON-3 Question

Hey guys.

I successfully threatened the USA to DEFCON-3 several times yet it turns out they didn't launch. I saw a meter on the left that went up every time they we came to a conflict and I still contested.

The meter needs to fill up in order for nuclear war right? Or is the meter filling up the increased probability? Or is it a role of the die every time you challenge them after DEFCON-3? I successfully won as the Soviet Union despite driving the USA to DEFCON-3 a lot. And I got a really easy game.

Was this just good RNG or is this the way the game is meant to be played? I don't really know, it was my first real game.

I think from reading the guides it wasn't supposed to be that way and I just really lucked out. I thought they were going to launch several times and threw the dice.

Also, great game by the way. I love it's turn based political strategy 10/10

It's hard to say, there is a chance they will be removed from power if they start a nuclear war, the highest I've seen is around 34% and the lowest being 2% as for when the AI decides it wants to press the button or not, I've got no clue.
