What % complete is the game at this point?

Are we 50% there, 80% maybe?
I ask cause i had my Eye on this for a while but don't generally like playing EA games unless they are pretty close to a complete product?

Also is it worth it for pure Solo play at this point?

which as you can see, they are nowhere done with their project (more are coming) but as of how the game's story goes it has already been completed 100% because when you finish the Cogs "Heart" you are done with your mission

We won't know how much % is left until we get there. You can have a look at the roadmap to get a rough idea of what's to come, but not everything is listed there either.
The main things still missing from the game are :
- The new, final map
- Proper story
- Proper bosses (including final boss)

but there's so much more in the meantime. We can expect to get our own vehicles (motorbikes, tanks...), more weapons (the tesla stuff is still in the works somewhere), surely more enemies, more mechanics, like the underground combat and boarding, they also mentioned they'd like to rework the travel system...
So there's really no way to give an exact % of what's left. But I'd say it's not crazy to think the game will still be in early access for a good 2~3 years, maybe more.

Personal note ; the game is already playable and enjoyable in its state, there's quite a lot of content to mess around with, if you really want to give it a go. There's really no downside to grabbing it now :)

One big clue that stands out to me for games like this: console support.

The fact that they want to ship on consoles, but don't feel the game is yet in a state to change focus from game content/mechanics to porting over to more platforms makes me thing that the kinds of readiness I'm looking for in games like this will be achieved once they hit that point.

Is this why most reviews are after such low hours? I hesitate to buy if after a review of 12-15 hours the game is done.

The PvP will be a separate mode with separate rules and objectives. That was actually what sparked the very idea of this game - being able to log off and not worry about your base getting raided.
I'm honestly kind of excited to see how two large teams of players waging war against each other using massive drillships, drones and tanks all around would look.

It'll most likely be one of the last additions to the game before full release, meaning the game will be mostly feature complete by then, if that's your worry.

Well I prefer on the solo side of the game mostly as I have seen how old pvp players "exploit" new pvp players and destroys their pvp experience to the newcomers (happens in other games who started as solo co-op and ended as pvp :/ )
