radio signal quest help

heya, i'm at the stage in the quest where i need to "find someone who knows more" about the situation, but i'm unsure who i'm supposed to ask and where i go. i've talked to everyone outside the building but all i get is "can i rent you an apartment?". did i miss someone or can i not progress currently?
