Mine Keys?

Finally got to the mines and after exploring the bit I got a quest to clear out the tunnel leading to the tenement. Sounds really useful to do, but for some reason all the doors in the mines are locked with difficult locks, so no lockpicking. Did I miss a key somewhere or some npc?

Drive (ram) the minitrain through the gates, they don't need a key. You just need to slow down immediately afterwards to avoid hitting rocks on the other side
