Otherwise, I've yet to find a static lockpick blueprint spot.
If all else fails, you should eventually get it via random mail, or could try finding/stealing one of those machining magazines. Samuel, the renovations guy usually has some around his place.
I got it from a MAGAZINE, not a "blueprint". -- so keep your eyes open for various readable magazines.
they aren't out in the open!!!!! they are usually (I think all are) in containers. never in trash, or the chests with building materials, but in homes and such
So I'm guessing the the developers made it a permanent location in this update.
I believe you can also get a few recipe magazines from souvenir stall.
In my game, that recipe is always 'mechanical parts'. I think it's different each game, but each location always provides just one recipe.
